FinTech Leadership and Current Risk Focus

FinTech Standards Leadership

Since 2013, Lars has contributed, without compensation, to the development of financial-data software standards and ontologies through a federally recognized Voluntary Consensus Standards Body ("VCSB") process — the framework under which the National Technology Transfer and Advancement Act ("NTTAA") and Office of Management and Budget ("OMB") Circular A-119 direct federal agencies to adopt privately developed standards rather than invent government-unique specifications. Lars holds the trademark on the specification that resulted, the Standard Business Report Model ("SBRM"), and leads its real-world adoption through SBRM Solutions LLC ("SBRM Solutions"), a BRC affiliate built to help financial institutions implement SBRM in practice. Together, the trademark and the implementation arm were instrumental in getting the SBRM ontology positioned as the standard financial institutions will rely on to satisfy their federal reporting obligations.

That obligation is Machine-Readable Reporting ("MRR") — known in its financial-sector-specific form as Machine-Readable Financial Reporting ("MRFR") — mandated by Financial Data Transparency Act ("FDTA") Section 5821. The FDTA requires that financial reports flowing to, from, and between the eleven covered Federal financial regulators become machine-readable, using "free and open" data definitions, with compliance obligations phasing in beginning January 1, 2027. SBRM is the ontology built to meet that requirement, and SBRM Solutions is the vehicle through which Lars and BRC guide institutions through MRR/MRFR implementation in practice — not just the standards-writing side. Software standards, in Lars's view, deliver a compounding cascade of benefits: enabling digital transformation, reducing complexity through a common understanding of the meaning of data objects, enabling Algorithmic Regulation with Big Data, machine learning ("ML"), and AI models, increasing financial transparency, reducing financial complexity, and measurably reducing systemic risk overall.

Wall Street Career

At major financial institutions — including Lehman Brothers, MetLife, UBS, Citigroup, and Munich Re — Lars focused on assessing, modeling, analyzing, pricing, underwriting, transacting in, and managing risk. His early work included the technology and programming architecture behind Investors GNMA Trust 1983-1, among the first securitizations to "cut and dice" agency mortgage pass-throughs into multiple classes.

Lars became head of Lehman's Collateralized Mortgage Obligations ("CMOs") and Asset-Backed Securities ("ABS") Trading Desk at age 25 in 1986. The following year, as desk head, he led Community Program Loan Trust 1987-A, a $1.934 billion securitization of Farmers Home Administration water and sewer loans rated Aaa/AAA on overcollateralization alone — priced directly into the bond market selloff of August and September 1987.

That deal placed Lars among the original "bond vigilantes" of 1987: rather than wait for a frozen market to find its own level, he opened trading with deliberately inverted markets, paying a bounded spread to force immediate price discovery. The offering was oversubscribed roughly six to seven times, and its structure broke new ground on tenor: Community Program Loan Trust 1987-A priced with a duration of roughly twelve years, against a market where the longest comparable deal to date ran closer to three and a half years. The episode remains the historical anchor for the Bond Vigilante framework Lars still applies today — the lens through which The Coffee Grind reads bond markets as a referendum on central-bank credibility. Two decades later, Lars identified the structural conditions that produced the 2007–2008 Global Financial Crisis. Both calls inform his current conviction that Systemic Risk remains embedded in opaque data structures, inadequate standards, and misaligned regulatory incentives — themes central to his ongoing policy advocacy.

Lars Toomre is a third-generation Massachusetts Institute of Technology ("MIT") engineering graduate.
